What time zone is used for Hour-of-Day reporting?
Hour-of-day reporting is based on each user’s local time zone.
For example:

If a user on the East Coast sees an ad at 7 AM local time, and
-
A user on the West Coast also sees the ad at 7 AM their time,
→ Both impressions will count under 7 AM on the report, even though they occurred in different time zones.
This means reporting is aligned with when users actually saw the ad, in their own time zone.
