- Division users can assign Ops-level users as followers on line items.
- The "Managed by" filters have been renamed to "Fulfilled by" for clarity on the line items table.

- Setup fees can be edited by users with permission to edit custom rates.
- Division users can create Advertisers during proposal creation.
